With more than four decades of experience in law enforcement, city management, and public policy, our founder brings a rare blend of investigative expertise, leadership, and commitment to every case.

His journey began in the early 1980s with a major county sheriff’s office, where he served for nearly 30 years and rose through the ranks from Deputy to Commander. During this time, he managed complex criminal investigations, oversaw search and rescue operations, and led teams of investigators, deputies, employees, and volunteers. His extensive narcotics and patrol experience, coupled with hands-on leadership in personnel investigations and disciplinary reviews, set a high standard for ethical conduct and thorough investigative work.

After retiring from the sheriff’s office, he continued his career with a university police department, dedicating nearly a decade. There, he managed sensitive internal investigations, guided departmental hearings, and ensured accountability and impartiality at every step.

In the years that followed, he was appointed Police Chief for a city police department, where he led the department through meaningful reforms, championed high ethical standards, and strengthened the relationship between law enforcement and the community. He later served as City Manager for the same city, overseeing municipal operations and implementing systems of accountability, conflict resolution, and strategic citywide initiatives. Most recently, as a Special Project Manager and Police Oversight Advisor, he provided expert consultation on law enforcement operations and municipal projects, ensuring that the community’s needs and regulatory requirements remained the top priority.

Beyond his public service, he is a licensed private pilot and certified drone pilot, expanding the reach and capability of his investigative work with aerial surveillance and advanced technology. He is also a published author, sharing his experiences and insights with a wider audience.

He holds an Associate of Arts in Criminal Justice, as well as both a Bachelor’s and a Master’s in Public Policy & Administration. A graduate of the Leaders in Police Organization Academy, he also holds Advanced and Management POST Certificates. His professional affiliations include lifetime membership in the California Narcotics Officers Association and past memberships in both the International Association of Chiefs of Police and the California Peace Officers Association.
